Today the U.S. House of Representatives passed the “American Clean Energy and Security Act,” known as a “cap and trade” system. It now goes to the Senate where it’s fate is unclear. Opponents charge that the bill is too costly and will hurt the faltering economy, while doing little to improve the environment.
